With funding from Consumer Affairs Victoria as part of the new dispute resolution process in domestic building disputes, the Manager and Principal Lawyer will be responsible for establishing DBLAS, supervising the legal practice and developing and maintaining strong stakeholder relationships.

An opportunity has arisen to join one of Australia’s most successful public interest and pro bono law organisations. Justice Connect is a not-for-profit organisation with a vision of a world that is fair and just; where rights are respected and advanced, laws are fairer, and systems are more accessible and accountable.

The Victorian Government revised Victoria’s domestic building consumer protection framework to improve domestic building dispute resolution processes and reduce the number of domestic building disputes heard at VCAT. Amendments to the Building Legislation Amendment (Consumer Protection) Act 2016, created a new framework for the resolution of domestic building disputes.

The new framework includes the creation of the Domestic Building Dispute Resolution Victoria (DBDRV) which replaces the Building Advice and Conciliation Victoria. Parties to a domestic building dispute must first apply to DBDRV before being entitled to apply to VCAT to resolve their dispute.

DBLAS is also part of this new framework and is designed to provide assistance to consumers who cannot otherwise access legal assistance and whose matter did not resolve at DBDRV. With funding from Consumer Affairs Victoria for 4 years, Justice Connect was selected to deliver the new Domestic Building Legal Advocacy Service (DBLAS).

The objectives of DBLAS are to provide:
- Tailored information and advice regarding the consumer’s dispute
- Advice on the merits of a consumer’s case and prospects of success at VCAT
- Advice on VCAT processes and procedures
- Assistance for consumers to prepare to represent themselves
- Arrange for consumer’s to be represented at a VCAT hearing
- Assistance with the enforcement of VCAT orders
- Access to appropriate resources and information to navigate Victoria’s domestic building dispute resolution framework

DBLAS will provide assistance to self-represented litigants who do not have access to legal assistance and advice through other sources. DBLAS will provide unbundled legal advice and assistance to unrepresented consumers involved in a domestic building dispute that did not resolve at the DBDRV. DBLAS will be appointment-based and delivered with the assistance of pro bono lawyers and is modelled on the Self Representation Service delivered in the Federal and Federal Circuit Courts by Justice Connect.

We seek a Manager and Principal Lawyer with 5 years post admission legal experience and practice experience in domestic building disputes. With funding from CAV for 4 years the Manager/Principal will establish, manage and supervise the legal practice of DBLAS. The role supports the delivery of access to justice through pro bono legal services for people experiencing disadvantage and includes building, supporting and engaging a strong commitment to pro bono work among lawyers.
