Blencowe joined Norman Waterhouse in mid-April as a senior legal practitioner who has specialised in the practise of local government, environmental and planning law and corporate governance for more than 20 years.

Prior to joining the firm, Blencowe was principal of her own consulting practice, Sybella Blencowe Pty Ltd. She has also previously worked as a town planner.

Blencowe holds a Bachelor of Laws degree and a Master of Town Planning from the University of Adelaide. She is a current member of the Natural Resources Management Council, and was at one time the chair of the South Australian Forestry Corporation from 2001 to 2005, as well as being a member of the Major Developments Panel from 1996 to 2002.
