Attorney-General Philip Ruddock announced the appointment of four new part-time members and the reappointment of four current members to the Administrative Appeals Tribunal, commencing on 1 July and active until May 2011. The members came from fields as diverse as medicine, actuarial practice and veterinary science.
Dr Kerry Breen,a former director of the Department of Gastroenterology at St Vincent’s Hospital Melbourne, was appointed a part-time member in Victoria. Breen has been in private medical practice since 1996. He is a former president of the Australian Medical Council (1997-2000), and has co-authored books on law and ethics in medicine.
Dr Timothy Hawcroft,a qualified veterinarian, was appointed a part-time member in New South Wales. Dr Hawcroft established, and was principal of, the Gordon Veterinarian Hospital from 1971 to 2002. He commenced his career as a veterinary surgeon at the Gladesville Veterinary Hospital.
Deane Jarvis was re-appointed deputy president and co-ordinator for the tribunal in South Australia, a position he has held since July 2003. He has been senior partner with Kelly & Co, Adelaide, partner with Corrs Chambers Westgarth, and partner with Mollison Litchfield, and on the roll of the High Court of Australia since 1964.
Dr John Campbell was appointed as a part-time member in New South Wales. Campbell has been a part-time member of the Tribunal since 1991. He is the chair of, and a senior consultant to, MA International Pty Ltd, a company consulting in health management issues. He has a Bachelor of Medicine and Bachelor of Surgery, a Master of Health Administration, a Bachelor of Laws and Master of Laws .
Ann Cunningham was re-appointed as part-time senior member in Tasmania, a role she has filled since 1995. Cunningham has been a part-time presiding member of the Tasmanian Resource Management and Planning Appeals Tribunal since 1996. She acts as a sessional mediator with the Supreme Court of Tasmania, as a complaints commissioner for the University of Tasmania and has acted as a conciliator for the Legal Aid Commission of Tasmania.
Professor Peter Reilly AO was appointed part-time member for South Australia. A practising neurosurgeon since 1976 and a visiting neurosurgeon at the Royal Adelaide Hospital, Reilly is clinical professor of Neurosurgery in the Department of Surgery at the University of Adelaide. He was awarded an Order of Australia in 2002 for service to the advancement of neurosurgery.
Bruce Pascoe was appointed as part-time senior member in Victoria till 2009, a role he has been filling since 1991. He is currently director of A.F Gason Pty Ltd. Before joining the Tribunal he was a partner at Ernst & Young (1965-1991). He is a Grade 1arbitrator and accredited mediator.
Timothy Jenkins was appointed as part-time member, New South Wales. Jenkins has been an emeritus partner and consulting actuary with Pricewaterhouse Coopers since 2003. He has been chair of the Life Insurance Actuarial Standards Board since 1998. He is a former president of the Institute of Actuaries of Australia and current convenor of the Institute’s Professional Conduct Committee.
