Kirkland is currently the executive director of the Australian Law Reform Commission. He is also a former director of community access for the NSW Department of Ageing, Disability and Home Care, a former member of the Community Services and Equal Opportunity Divisions of the NSW Administrative Decisions Tribunal and a former director of the Council of Social Service of NSW.

He takes over from Steve O’Connor, who has been serving as acting CEO for the last five months.
