Guest speaker Lord Alex Carlile has run reviews and reports publicly on the operation of counter-terrorism legislation in his role as the Independent Reviewer of Terrorism Legislation for the UK since 2001. 

He has swung both ways on government policy counter-terrorism,  and is often cited in parliamentary debates and court cases.

Lord Carlile will argue that an independent person in this role can provide a level of public reassurance on the balance between regulation and civil liberties, according to the Law Institute of Victoria advertising on the upcoming event. 

Carlile will argue that in his position he can proportionately influence debate and policy making, and that national security is an important individual liberty in the context of current international terrorist activity.
