“This amendment is supported by the RSPCA and the Animal Welfare Advisory Committee,” Stanhope said. “It recognises and distinguishes reckless and negligent conduct that causes serious harm or death to an animal as a serious offence and provides for heavy fines or imprisonment for up to two years.
