Freeman spent 19 years with Allens, where she practised in the energy, infrastructure and general commercial law areas, and has very significant experience acting for the Victorian Government and its departments and agencies.

Her government expertise includes major projects; procurement; industry regulation and reform; contractual interpretation, negotiation and drafting; governance advisory work; statutory interpretation, and property, environment and native title.

She worked on the refranchising of the Victorian public transport system, including advising on complex contractual structures and drafting of new agreements.

“I've had 19 wonderful years at Allens,” said Freeman, “but I'm excited by this opportunity to lead the commercial, property & technology team at the VGSO.”

At Allens, Freeman also played a very significant role in developing the firm’s project management tools and knowledge management resources; she is passionate about effective sharing of knowledge to enable efficient client service.
