Gavan Mackenzie – Helping government clients deliver with confidence

Gavan Mackenzie is a partner at Maddocks and one of Australia's leading advisers on government procurement, grants, technology contracting and major public sector projects. How did you start down this career path?

I've always been fascinated by the role that government decisions play in improving people's lives. Early in my career, I joined a firm that specialised in advising the Commonwealth government and was fortunate to work on projects that sat at the intersection of public policy, technology and service delivery.

What kept me engaged was the sheer diversity of the work. No two projects were the same and each presented a different challenge. Over the years, I've advised on everything from national health and human services initiatives through to major technology procurements, defence capabilities, digital transformation programs and whole-of-government arrangements.

I never set out to specialise in procurement and technology contracting, but I was drawn to the challenge of helping deliver projects that have a tangible impact on Australians. The legal work sits at the point where commercial and policy considerations meet, which is exactly where I enjoy operating and where I find the most interesting challenges.

I joined Maddocks in 2017 because of its outstanding government practice and reputation for practical, collaborative, strategic, and client-focused advice. Almost a decade later, those qualities remain central to how we work and what continues to attract clients to the firm – and they are also what I still value most about the firm.

What inspires you in your role/industry? Why?

The impact.

Many of the projects we advise on can affect millions of Australians, whether through technology, health, education, social services or critical infrastructure. Even though we play a specialised part, it's rewarding to know that our work helps government deliver services more effectively and make better outcomes possible.

I'm also inspired by the people I work with. Throughout my career I've been fortunate to learn from some exceptional practitioners and public sector leaders. At the same time, I’m driven to help our next generation of lawyers succeed. I appreciate how their curiosity, enthusiasm and fresh perspectives continually challenge me to think differently and improve how we work.

What's your approach to customer service that separates you from the rest?

Government clients are managing competing priorities and complex stakeholder environments alongside significant public scrutiny. My role is to help simplify that complexity and provide a clear path forward.

That starts with understanding what success looks like for the client. Once you understand their objectives and the environment they are operating in, you can provide advice that is practical, commercially grounded and capable of being implemented.

I also bring the benefit of having advised governments on major projects for many years. Experience matters. It helps you identify risks early, avoid common pitfalls and focus on solutions rather than obstacles. It also helps clients solve problems faster.

Another focus of mine is building long-term relationships. Clients value advisers who are accessible, responsive, adaptable and genuinely invested in helping them achieve their objectives.

How do you innovate and stay ahead of industry trends?

Curiosity is essential.

Our government clients are navigating an unprecedented period of change, driven by AI and other emerging technologies, evolving national security considerations, legislative and policy change and increasing public expectations. Whether it's AI, digital transformation, privacy, cyber security or data governance, our clients need advisers who understand not only the law but also the broader context in which they operate.

That means continually learning and staying close to developments across government and industry. It also means drawing on lessons from previous projects and applying them to new challenges.

One of Maddocks' strengths is our collaborative approach. Complex government projects rarely fit neatly within a single legal discipline. Working closely with colleagues across technology, privacy, cyber, employment, infrastructure and other practice areas allows me to provide integrated advice that reflects the realities our clients face and helps them make informed decisions.

What is the toughest challenge you've faced in your role? How did you overcome it?

The biggest challenge is often managing the fine balance between commercial objectives, policy considerations, operational requirements and legal risk while maintaining momentum and delivering outcomes.

In those situations, success comes from staying focused on what matters most: understanding the client's objectives, identifying the key risks and establishing a clear path to delivery. Effective communication is equally important. Bringing stakeholders (including vendors) together around a shared understanding of both the challenges and the available options is often the difference between success and failure.

I've found that even the most complex problems become manageable when they're approached systematically and with a focus on practical outcomes – applying a what can rather than what can’t be done lens goes a long way.

What are some of your goals for the next 5 years?

My goal is to continue being a trusted adviser who helps clients navigate complexity with confidence and deliver projects that create lasting value for the Australian community.

I'm equally passionate about the career development of my team and supporting the growth of Maddocks' market-leading government practice. It is both a responsibility and a privilege to be a mentor today, particularly when the increasing challenges of the public sector environment demands specialist expertise delivered through an integrated, full-service approach.
