Justice Rowena Orr named new Victorian Court of Appeal president

The Victorian Attorney-General has welcomed the appointment of a new president of the Victorian Court of Appeal.

The Honourable Justice Rowena Orr has been appointed as the new president of the Court of Appeal, taking over from the Honourable Justice Karin Emerton, who was the first female president in 2022.

Justice Orr has been a judge of the Court of Appeal since 2024, becoming one of the country’s most reputable, well-respected jurists.

 
 

Previously, she served as the solicitor-general of Victoria, during which she was involved in appeals courts across Australia. She also brings 22 years of experience as a barrister.

In 2014, Justice Orr was elevated to senior counsel, where she played a senior role in two of Australia’s most significant royal commissions, involving misconduct in the banking industry and family violence.

Her appointment will deliver principled guidance to the appellate jurisdiction, ensuring that matters are determined impartially and promptly alongside the court’s distinguished panel of civil and criminal judges.

The elevation is a key component of the Labor government’s $240 million funding boost to bolster court resources.

In a statement, the Victorian state government said it is ensuring the justice system has the people and resources it needs to hold criminals accountable and keep Victorians safe.

As of April, the Victorian Labor government has appointed eight judges to the County Court, a deputy chief magistrate, 13 magistrates, two judges to the Supreme Court, and a coroner.

Speaking on Justice Orr’s appointment, Attorney-General Sonya Kilkenny highlighted her eagerness and recognised her previous achievements.

“Congratulations to the Honourable Justice Rowena Orr on her appointment, and I look forward to seeing her lead the Court of Appeal,” Kilkenny said.

“We thank the outgoing president, the Honourable Justice Karin Emerton, who made history in 2022 as the first female president in the court’s history.”

Justice Orr will start her role as president on 29 September.
