National law firm Moray & Agnew has strengthened its government practice in Western Australia with the appointment of two experienced administrative law partners.
Moray & Agnew has strengthened its national government practice with the appointment of two partners in its Perth office, expanding the firm’s administrative law capabilities across Australia.
The new partners are Ashley Burgess and Daphne Jones-Bolla (both pictured).
Burgess joins Moray & Agnew from the Australian Government Solicitor (AGS), where he spent nearly three years as a senior executive lawyer.
Jones-Bolla also brings extensive government law experience, joining from national firm Sparke Helmore Lawyers after more than a decade with the firm, including over two years as special counsel.
With more than 15 years of experience, Burgess has established a strong reputation for advising government clients on complex administrative law disputes before tribunals and courts.
His practice has focused on merits review and judicial review matters, where he has provided strategic advice and representation to agencies navigating some of their most significant legal challenges.
Burgess said he was drawn to Moray & Agnew’s strong reputation, collaborative culture, and national platform, adding that he looks forward to strengthening the firm’s government practice and helping clients navigate complex administrative law challenges.

Joining the firm next month, Jones-Bolla brings extensive administrative law expertise, with a practice focused on representing Commonwealth agencies in litigation before the Administrative Review Tribunal and Commonwealth courts.
She has advised and appeared for government clients across a range of complex areas, including immigration, NDIS, social security, Commonwealth compensation, and veterans’ entitlements.
Speaking about the appointments, Ben Mason, Moray & Agnew’s head of government, said the pair will strengthen the firm’s ability to support government clients nationally, bringing deep administrative law expertise, strong advocacy skills, and extensive experience representing Commonwealth agencies in complex matters.
